neutron dhcp agent doesn't respond to it's port ip change

Fix Released
Bug description:
The neutron DHCP agent doesn't update its interface's IP address to
reflect a change to its corresponding neutron port.
How to recreate:
Create a network with a dhcp agent.
Use neutron port-update on the dhcp agent's port to change the IP.
DHCP agent is still on old IP address.
