Bug description:
If we use config-drive (whether set --config-drive=true in boot
command or set force_config_drive=always in nova.conf), there is bug
for config-drive when live-migration instances on hyperv.
Live migration on Hyperv only move the root.vhd to another host, and not the
configdrive.iso.
But live-migrated instance has the configdrive.iso attached.
If you want to migrate or resize the instance again, nova will error with
configdrive.iso is not found.
we should move configdrive.iso to target host when live migration.
