Bug description:
There's a wrong package name 'XStatic-Angular-Irdragndrop' in
horizon/requirements.txt.
It should be 'XStatic-Angular-lrdragndrop'.
uppercase 'l'-rdragndrop instead of uppercase 'i'rdragndrop.
This causes devstack fail because there's no such package in pypi.
