Floating IPs are not removed from compute when using nova-network

Bug description:
With 2014.1.3, when assigning a floating ips to a compute, it won't
get removed from the compute when unassigning it. I notice there're
lots of changes in this regards between 2014.1.2 and 2014.1.3 so
perhaps a bug was introduced here and there.
