Use case:
A big number of user is registered in keystone.
Admin creates a new user with the same name as one of the existing users.
An error message pops up saying: "Error: Unable to create user." Which may
create confusion as it's not immediately clear why user creation has failed.
It would be much better to show something like "Error: Username already exists.
Please choose a different username".
