Closely related to bug #1365685. The same problem occurs in the Edit
action under Identity->Domains panel.
Function UpdateDomain.handle() uses API call user_list(), which doesn't
scale and causes Horizon to take a long time to update the domain
members. get_domain_users_roles() can be used here to improve the
performance.
