Not sure it's a bug (even wishlist), you should create a blueprint
instead.

Instructions are supposed to work only
with legacy ( nova ) nova-networking . See
http://wiki.xen.org/wiki/OpenStack_via_DevStack.
In mean time it seems as a serious disadvantage. Limiting driver ability to
work only with Ubuntu Juno and higher releases.
