AttributeError if create user with no email
Status in OpenStack Dashboard (Horizon):

Bug description:
Create User without filling in email address.
When the table is rendered, you will get an error for those newly
created users. Please see image. If you look examine what Keystone
returns, there is no email field. Whereas the default Users without
email still default to 'null.'
