Bug description:
In the latest release of 2014.1.4 nova, commit
4b46a86f8a2af096e399df8518f8269f825684e0 introduces a new dependency
for oslo.utils in nova/compute/api.py.
I think it's policy to not allow new dependencies in stable releases
so this may have slipped by.
