The shared flag is not set when creating a firewall
Status in OpenStack Neutron (virtual network service):

Bug description:
When creating a firewall with the fwaas CLI and the --shared flag set,
the shared value in the mysql database is set to NULL and other
tenants cannot see the firewall. As a result, the shared option for
firewalls is not working properly.
