Secgroup rule protocol not shown on instance detail page

Bug description:
On the instance detail page it's impossible to tell TCP from UDP rules
because the protocol isn't listed:
Security Groups
test
ALLOW 1:65535 from 0.0.0.0/0
ALLOW 1:65535 from 0.0.0.0/0
This only seems to be an issue when neutron isn't used.
