Deprecate the config quota driver
Status in OpenStack Neutron (virtual network service):

Bug description:
This driver is still in the neutron code base, but it's probably unused and
already bitrotting.
We have been defaulting for several release cycles to the DB driver.
The config driver is very trivial and has a lot of shortcomings, which make
it pretty much incompatible with 'modern day' openstack.
For instance:
- it is unable to set per-tenant quotas
- switch to/from db quota driver not supported
- need to restart server to change quota limits
it is time we move towards its deprecation, with aim of removal for
whatever comes after liberty
