Bug description:
Refactor mlnx mechanism driver to be infiniband only
The old mlnx mechanism driver was used for SR-IOV in ethernet
and infiniband but the pci allocation wasn't done by nova.
Since juno sriovnicswitch mechanism driver was introduce for
SR-IOV in ethernet and Mellanox recommend useing it.
The new mlnx mechanism driver will be use for SR-IOV infiniband.
