sriov mech driver don't send port update to agent when agnet is
required

Bug description:
sriov mech driver has 2 mode agent and agent-less.
when configuring it in agent mode it doesn't send port_update notification
to sriov-agent. This prevents the agent to apply new functionality when
launching vm.
