read_deleted in neutron context serves no purpose

Bug description:
According to the docstring at [1] I can specify read_delete=yes or only to
see deleted records when performing queries.
However, Neutron does not perform soft deletes.
Also I kind of know a little Neutron's DB management layer and I'm pretty
sure it never uses read_deleted anywhere.
As far as I remember no plugin makes use of it either.
According to git history this was added with an initial commit for Neutron
context [2], which was probably more or less a cut & paste from nova.
It is worth removing that parameter before somebody actually and tries
to set it to 'yes' or 'only'
