Strongswan vpnaas driver does not support rhel platform
Status in OpenStack Neutron (virtual network service):

Bug description:
VPNaaS has already could support strongswan as its driver. But it is only for
ubuntu, and can not support rhel or fedora.
Compared with ubuntu, Rhel using different CLI command and strongswan
configuration directory.
