Public bug reported:
In the function update_vpnservice in module neutron-
vpnaas.services.vpn.plugin, it should have existed a statement assigning
PENDING_UPDATE to vpnservice['vpnservice']['status'] before invoke the
corresponding db operation. Am I missing something?
