Occasionally the check-neutron-dsvm-functional upstream gating tests
fail with a TimeoutException error in the
neutron.tests.functional.agent.linux.test_ovsdb_monitor.TestOvsdbMonitor.test_killed_monitor_respawns
tests (both vsctl and native):
