Public bug reported: For hints, the documentation says that if the driver implementation doesn't filter by hints, they are handled at the controller level. But this assumption is false when using 'list users' and 'list groups' API.
This was found while writing a Cassandra backend driver for Keystone. Similar could be done by commenting out lines from keystone/identity/backends/sql.py driver file which filters by hints.
