Federated tests don't check group existence in federated tokens

Bug description:
We have a helper method
test_v3_federation.FederatedSetupMixin._check_scoped_token_attributes()
that checks structure of the scoped federated tokens. We don't
currently check on group_ids existence and we should make sure there
are no groups inside.
