Bug description:
Keystone-manage mapping_engine should accept both formats of federated
mapping rules. We define a mapping ruleset as a JSON dictionary with a
top level key equal to 'rules', where it's value is a list of all
stored rules. This format is required when sending a HTTP request to
keystone, however in OSC we made a simplification and the upload rules
can be just the list (value of the 'rules' key in the mapping
dictionary). Keystone-manage mapping_engine should accept both formats
as users may wish to test their rules and later either uploa them via
curl-like tool or OSC.
