DVR: stale fip namespaces are not cleaned up on compute nodes

Bug description:
Scenario:
- have VM with floating ip
- l3 agent on compute node goes down
- VM is deleted
- server removes router from l3 agent on compute node
- l3 agent goes up
- l3 agent cleans stale qrouter namespace, fip namespace remains
As a result there might be troubles when further associating floating ips
with VMs on that compute node due to stale interfaces in fip namespace.
