Bug description:
stacking of controller fails due to ERROR: openstack Internal Server Error
(HTTP 500) while creating openstack project,which results in no project or user
being created.
I am attaching the local.conf and stack.sh.log file for your reference
here controller is stacked from tag 2014.2.3
