cinder doesn't allow to modify permissions for snapshots/volumes. These
objects can be seen only by owner or admin.

The various attributes of the snapshots created from volumes can be
modified for making them accessible to public or to a particular user
account.
The response parameters and supported attribute sets must be according the
AWS specification:
