Bug description:
The floating-ip-bulk-* commands are used for nova-network, but the help
message doesn't tell this information. People may be confused if they are using
neutron but still try to use floating-ip-bulk-* commands.
E.g. https://bugs.launchpad.net/neutron/+bug/1478080
We should make it clear in help message that those commands are used
for nova-network.
