Move back to Neutron.
The root cause was Nova and Neutron interaction and it was addressed as a fix
of bug 1335733.
The fix is available for Juno but it was not backported to Icehouse (which
reached EOL).

Same name SecurityGroup across tenants could not work

Bug description:
In icehouse, if two tenants create a security group with the same name
respectively, then they could not create a vm in the dashboard using
this security group, with the error says "Multiple security_group
matches found for name 'test', use an ID to be more specific. (HTTP
409) (Request-ID: req-ece4dd00-d1a0-4c38-9587-394fa29610da)".
