Cleanup scrubber tries to decrypt a uri that is already decryptd

Bug description:
Cleanup scrubber calls RegistryClient.get_images_detailed() to get a
list of pending_delete images, which contains decrypted locations.
However, the deletion method tries to decrypt the locations again,
that causes the problem.
