Bug description:
The SimpleCIDRAffinityFilter uses the host_ip value from host_state,
but the ironic driver doesn't provide this value. Whilst it doesn't
make sense to use this filter with Ironic nodes, it should be possible
to have in configured in system configured to use both ironic and a
virt driver.
