Public bug reported:
The default neighbor limits can be quite low (1024) for a kernel that
the l3 agent is running on. If the agent is serving hundreds of tenants,
it can quite easily blow past this limit, causing contention for a spot
in the ARP table (or neighbor table in IPv6) and network instability.
The l3 agent should set a higher default to match the expectations of a
node with an l3 agent on it.
