Login directive no longer hides domain and region dropdown

Bug description:
Recent linting changes broken the login directive. When user selects a
websso authentication type like saml or openid, the domain and region
list no longer hides.
Seems like it continued to work even though ctrl was used instead. We
should make it less error prone by using the ctrl syntax instead of
scope.
