netns_cleanup utility doesn't remove 'qlbaas-' namespaces

Bug description:
netns_cleanup utility removes 'qrouter-', 'qdhcp-' , 'snat-' and 'fip'
namespaces.
It should be able to remove 'qlbaas-' namespace as well.
