_update_subnet_allocation_pools returns an empty list

Bug description:
_update_subnet_allocation_pools in ipam_backend_mixin.py uses a
generator called pools, but iterates over it twice. Generators can
only be iterated over once, and therefore this function is currently
returning an empty list in all cases. This is not being caught by any
existing tests.
