During subnet-update, allocation_pools used before being validated

Bug description:
During the processing of a subnet-update request, neutron uses the
specified allocation_pools to determine if the gateway IP is in that
specified pool [1] prior to that incoming allocation_pools property
ever being validated [2].
Validation of the incoming allocation_pool should be done before that
property is used.
