Hyper-V: detach_interface raises NotImplementedError during neutron
event

Bug description:
Neutron events have been added to nova. If the event "network-vif-
unplugged" is received, the nova compute manager will proceed to call
the compute driver's detach_interface method. The mentioned method is
not implemented in the HyperVDriver, causing errors. See log.
