Bug description:
get_candidates is expected to return an iterable but has some early
None returns that result in the following exceptions:
2015-09-12 01:25:42.198 1184 TRACE neutron.db.l3_agentschedulers_db for
chosen_agent in candidates:
2015-09-12 01:25:42.198 1184 TRACE neutron.db.l3_agentschedulers_db
TypeError: 'NoneType' object is not iterable
