The difference is that https://review.openstack.org/#/c/223773/ is about making *any* text in *.csv files is translatable. When I navigate to the Admin->System->Overview and click on the "Download CSV Summary" button, the instance status/state values ("Active", "Stopped") in the generated csv file are not translated into the locale I'm using. However when I navigate to the instance the Status values are translated. You can see in the attached screen shot the translated values from the instance page and the non-translated values from the csv file.
