Bug description:
The Midonet plugin's implementation of security rules has several problems,
including:
-Egress chains do not have a rule to drop traffic not handled by any security
rules.
-Changing a port's security groups does not update the port's rule chains.
-The IP spoofing rules do not support IPv6.
