Public bug reported:
When creating a new keypair through the GUI - the actions are not logged
in the /var/log/horizon/horizon.log.
This occurs when creating a new keypair or importing an existing
keypair.
When deleting a keypair the action is logged with the following message.
2015-10-06 10:40:14,185 14311 INFO horizon.tables.actions Deleted Key
Pair: "test1"
