the logic for handling the way keystone detects versions (v2 vs v3)
should be isolated to it's own top level python package. there are entry
points for these files in keystone-paste.ini (pre-Liberty) and setup.cfg
(as of Liberty), so we need to make sure this work is tracked and
documented.
