Templates openstack_dashboard/dashboards/** are not included in the
karma ng-html2js preprocessor. This prevents the specs from accessing
the templates from the template cache and results in a HTTP error.
This hasn't manifested yet, due to lack of specs for components with
templateUrl in this folder.
