Neutron does not use Oslo for config generator

Bug description:
We should update Neutron for using Oslo when we generate configuration
files.
Here are the steps :
- Add generator.py from Oslo
- Add generator bash script used by other projects to generate configuration
files
- Update openstack-common.conf file
- Generate configuration file
