environment topology rendered incorrectly in ie 10 and 11

Bug description:
There are bugs when render SVG environment topology In IE 10, 11 and
possible 12 under windows 7. There are emptiness or gray artifacts
instead of arrows between components. The components react normally,
but arrows are not. It is clear visible on attached screenshots
