The languages in settings.py are only those with >90% translation rate.
there is no reason an operator could not selectively enable additional
partially translated languages. But the list is correctly updated with
each release.

Bug description:
With https://review.openstack.org/#/c/91523/ there will be added a lot
of new language files to Horizon. The new languages should also be
added to LANGUAGES in settings.py to be able to use them.
