Bug description:
Creating instances fails after enabling the port_security extension on
an existing deployment.
1) Create necessary network components to launch an instance.
2) Launch an instance.
3) Enable the port_security extension and restart the neutron-server service.
4) Launch another instance which fails with the following errors in the
nova-compute service log:
