Bug description:
When following the docs at
http://docs.openstack.org/developer/horizon/topics/install.html,
generating horizon.wsgi with `./manage.py make_web_conf --wsgi`
results in the same error described in
https://bugs.launchpad.net/horizon/+bug/1382023
It seems the fix at https://review.openstack.org/#/c/129219/ would
also need to be applied to
horizon/openstack_dashboard/management/commands/horizon.wsgi.template
