Firewalls help text could be improved
Status in OpenStack Dashboard (Horizon):

Bug description:
The help text (both tooltips, and descriptive text on the right hand
side) for Firewalls forms (Create, Edit etc.) is very sparse, and we
should update it with more information from the VPN docs or API docs.
This is especially apparent on Policies and Rules.
