Bug description:
Python NeutronClient supports Allow, Deny and Reject options in Firewall
Rules.(https://github.com/openstack/python-neutronclient/blob/master/neutronclient/neutron/v2_0/fw/firewallrule.py#L107)
Horizon has only the Allow and Deny
options.(https://github.com/openstack/horizon/blob/master/openstack_dashboard/dashboards/project/firewalls/forms.py)
Need to add Reject option as well in it.
