Title:
  Add Security Rule - Port field validation

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  If you click on the field, it gives a tooltip that says to enter an
  integer between 1 and 65535.

  If you put in negative # or # > 65535, it will give you an error
  message.  However, if you put in 0 in and press 'Add' --> it will
  close the modal and give a red popup error message "Unable to add rule
  to security group."  This error should be caught *on* the modal.
