List rbac request didn't process "fields"

Bug description:
When I want to query the rbac policy with fields=id, or anything. It
will alway return the full message of rbac policies.

http://10.250.9.16:9696/v2.0/rbac-policies.json?fields=id GET
This is the get_policies miss the input argument of field, so the
server side didn't process this field.
