Bug description:
LBaaS v2 plugin at services/loadbalancer/plugin.py/LoadBalancerPluginv2 fails
when trying to create listener with SSL offloading.
Local certificate manager is used.
service_auth configuration which is used in _get_service_url function is not
registered when local cert manager is used. Trying to read it causes error.
service_auth should be retrieved for barbican cert manager only
